Phoenix water comes on the City Services Bill, which also covers sewer and solid waste. The city's Customer Services ePortal is where you view and pay the bill, sign up for AutoPay and Paperless Billing, and handle other account changes. Payments through the ePortal work with or without signing in.
Reading the City Services Bill
Each bill shows a ten-digit account number, an account summary of previous balance, recent charges and payments, and a Monthly Water Usage History covering 13 months. Charges are split into water and sewer service, fees and taxes, and then solid waste services. The taxes include the City Services Tax, city sales tax, and state and county items such as the Maricopa County freeway and jail taxes.
Billing address versus service address
The bill goes by mail or email to the billing address, which can differ from the service address. Owners of rentals and anyone managing a property from out of town should check that the billing address points to whoever keeps the records. Starting, stopping or transferring an account is also done in the ePortal.
Ways to pay
- ePortal: signed in, or as a guest at paycityservices.phoenix.gov.
- Phone: Phoenix Customer Services at 602-262-6251, Monday to Friday, 8 a.m. to 5 p.m.
- Mail: the bill stub with your check, account number written on it, to the remittance P.O. Box printed on the bill.
Once a shut-off notice has gone out, the website can't take a payment. Call 602-262-6251 instead. Past-due balances carry a 3% late payment fee.
AutoPay rules
AutoPay draws from a checking or savings account, and the person enrolling must be an authorized signer on it. It stays in effect until you cancel through PHX Customer Service or un-enroll at payonline.phoenix.gov, with about three business days' notice. The City Services Bill is still produced while AutoPay runs, and it is the bill to keep.
Phoenix City Services Bills in your records
With Paperless Billing on, each City Services Bill lands in your inbox, and email receipt capture files it on arrival. Paper bills mailed to a rental's billing address can be photographed with the receipt scanner. Water, sewer, trash and taxes stay together on each saved bill for tax receipts.
