City of Toronto

The City of Toronto utility bill covers water and solid waste. Sign in to the Utility Account Lookup at toronto.ca/UtilityLookup with the account and client numbers from your bill to see account details, enrol in eBilling and join pre-authorized payments. Once you are on eBilling, property tax and utility bills for the current and previous year can be viewed, saved or downloaded.

Utility Account Lookup and eBilling

If your client number has fewer than nine digits, add leading zeros before you sign in. Enrolling in eBilling ends paper bills. A verification email comes from ebillingtoronto@city.toronto.ca, which may land in junk mail, and after that an email tells you each time a bill is ready. Only one subscriber per account can enrol. If you unenrol, bills go back to the last mailing address on file.

Paying a Toronto utility bill

  • Online or telephone banking: enter the 20-digit account and client number and pick the payee your bank lists, such as City of Toronto Utility Bill at RBC or Toronto (City of) Utility Bill at CIBC.
  • Mail: a cheque payable to Treasurer, City of Toronto, PO Box 6000 Willowdale STN A. Post-dated cheques are accepted.
  • Counters and drop boxes: cash, cheque, money order or debit at an Inquiry and Payment Counter.

After a move, update the payee profile at your bank. Fixing a payment sent to the wrong account costs a Payment Re-Distribution Fee.

Pre-Authorized Utility Payment (PUP) program

Enrol in PUP through the Utility Account Lookup, or with the paper form. Your bank then pays each bill on its due date. Keep paying directly until the City confirms you are enrolled. Bills keep coming under PUP, and each one is the record of what was withdrawn.

Sending the bill to a tenant or agent

Owners can have the bill mailed to a designate such as a tenant, relative, lawyer or accountant with a Designate Mailing Request Form, sent by fax or mail. A Duplicate Utility Bill Fee applies to every bill mailed to the designate, and filing the form cancels a PUP enrolment. The owner stays responsible for payment. An unpaid balance can be moved to the property tax account with a fee, which also cancels the designate request.

Toronto utility bills past the two-year window

eBilling keeps only this year and last year online. Connect your Utility Account Lookup access and our AI agent saves each new utility bill with bill fetching. The City's eBilling notices can be captured with email receipt capture, and owners of rental units get each property's bills in one place for tax receipts.
