Head to head
Ramp vs Divvy (BILL Spend & Expense)
Divvy is now BILL Spend & Expense, and like Ramp it gives US businesses company cards and expense management with no software fee to start. The difference is what sits around the card: Ramp builds bill pay, travel and procurement into the same platform, while BILL Spend & Expense pairs budget-based cards with a credit line and leaves bill pay to BILL's separate, paid AP product.

The differences that decide it
One platform or two products
Ramp includes bill pay on its free plan alongside the cards. BILL Spend & Expense is free, but paying supplier bills means BILL's AP & AR plans at $49 to $89 per user a month. If you'd use both cards and bill pay, that difference adds up.
Charge card versus credit line
BILL Spend & Expense issues cards on a credit line from $1,000 to $5M, subject to approval. Ramp's is a corporate charge card. Both underwrite your business; how much credit you get depends on your financials, not the plan.
Integrations on the free tier
BILL Spend & Expense connects to NetSuite and Sage Intacct at $0. On Ramp, NetSuite and Sage Intacct start at Plus. A company already on NetSuite may get more from BILL's free tier.
Rewards
BILL lists rewards such as cash back and travel perks for Spend & Expense. Ramp doesn't list card rewards on its pricing page; its pitch is savings through controls.
How to choose
Decide where bills get paid
This is the question that usually settles it. If you already pay suppliers in BILL, Spend & Expense adds cards in the same ecosystem at no software cost. If you don't, Ramp gives you cards and bill pay together for free, and adding BILL's AP would cost $49 per user a month or more.
If you run NetSuite or Sage Intacct
BILL Spend & Expense syncs to both at $0. Ramp's NetSuite and Sage Intacct integrations are on Plus, at $15 per user a month plus a platform fee. Note that BILL's AP & AR plans only sync with NetSuite and Sage Intacct on Enterprise. The free card tier and the paid AP tier don't line up.
Receipts
Both read receipts from photos and match them to card transactions; BILL also takes receipts by text message, and Ramp by SMS, Slack or Teams. Neither gets the itemized receipt from the store, which is what you need to split personal items or prove what was bought.
Getting receipts from employees
Ramp captures the receipt when the card is swiped and fills in the memo and category, and employees can send missing receipts by SMS, Slack or Teams. BILL Spend & Expense lets employees snap a photo in the app or text it to a dedicated BILL number, captures receipts from connected integrations and generates them when missing.
Travel
Ramp books flights, hotels and cars on its free plan, with a travel policy. BILL Spend & Expense guides bookings with travel policies and says it's working on an all-new travel platform. If you need travel booking now, check what BILL offers today before you count on it.
Where Smartbills fits
Smartbills isn't a card program or a payables system. It's the receipt side: itemized receipts sent through Smartbills, receipts found in your team's email, bills fetched from supplier portals and photos read down to each tax line, matched to the purchase whichever card you use. Some teams run it next to Ramp or BILL Spend & Expense to close the receipt gap; others use it with the cards they already have. We've written our own comparison against each.
